Federal Skilled Worker Program: Requirements, Points and Process

The Federal Skilled Worker Program (FSWP) is for skilled workers whose experience was gained mainly outside Canada, although Canadian experience can count too. It is the main Express Entry route for candidates who are still overseas.

Minimum requirements

Work experience. At least one year of continuous paid work, or 1,560 hours, in one skilled occupation (NOC TEER 0, 1, 2 or 3) within the last 10 years, in Canada or abroad. Unpaid work and volunteering do not count.

Language. CLB 7 or higher in all four abilities, proven with an approved English or French test.

Education. At least secondary school. If you studied outside Canada, you need a completed credential and an Educational Credential Assessment (ECA) for immigration purposes.

Proof of funds. You must show enough money to settle, unless you are legally able to work in Canada and hold a valid job offer.

Where you plan to live. Outside Quebec.

Admissibility. You must be admissible to Canada on security, criminal and medical grounds.

The 67-point selection grid

Meeting the minimums is not enough. IRCC also scores you out of 100 on six selection factors, and you need at least 67. These points are separate from your CRS ranking score.

Factor Maximum points
Language 28 (first language up to 24, second language up to 4)
Education 25
Skilled work experience 15
Age 12 (full points from 18 to 35, falling each year after)
Arranged employment 10
Adaptability 10

Adaptability points can come from your spouse's language level, past study or work in Canada by you or your spouse, relatives in Canada, or a valid job offer.

Proof of funds

The amount depends on your family size and includes your spouse and dependent children, even if they are not coming with you. The funds must be available to you when you apply and when the visa is issued. Borrowed money and equity in property do not count. IRCC updates the required amounts each year, so check the current table on IRCC's website before you prepare your documents.

From eligibility to the pool

Once you meet the minimums and score 67 or more, you can enter the Express Entry pool. There your CRS score decides whether you are invited. Many FSW candidates raise their CRS score with stronger language results, an additional degree, or a provincial nomination. See our CRS guide.

Frequently asked questions

Do I need a job offer for the Federal Skilled Worker Program? No. A valid job offer earns selection points and can remove the proof-of-funds requirement if you are already legally working in Canada.

Does my foreign work experience count? Yes, if it is paid, skilled and within the last 10 years.

Do I need an Educational Credential Assessment? If your education was completed outside Canada, yes, from an approved organization.

Is 67 points enough to get an invitation? No. It only shows you meet the program's selection criteria. Invitations depend on your CRS rank against each round's cut-off.

Can I apply from outside Canada? Yes.
