Canada's Start-Up Visa and Self-Employed Program: Current Status
Start-Up Visa
The Start-Up Visa program gave entrepreneurs with the support of a designated organization (a venture capital fund, angel investor group, or business incubator) a route to permanent residence. It stopped accepting new applications at 11:59 p.m. on December 31, 2025. Applicants with a valid 2025 commitment certificate could apply until June 30, 2026, and that deadline has passed. Applications already in the system continue to be processed, with priority for cases backed by designated investors and for applicants already in Canada on Start-Up Visa work permits.
IRCC stopped accepting new applications for the optional Start-Up Visa work permit on December 19, 2025, except for extensions from applicants already in Canada.
Why it closed
IRCC said the program had built up a large backlog, with processing times stretching well beyond a decade for some applicants. It promised a more selective replacement.
What comes next
IRCC's July 2026 transition briefing refers to a "High Impact Start-up Pilot" to replace the program. I found no published eligibility criteria, application dates or quotas. Announcements say the new approach is expected to favour founders already in Canada with businesses that show clear economic impact.
Self-Employed Persons Program
The program for people with experience in cultural activities or athletics has been paused since April 2024. In August 2026, IRCC said an evaluation found the program no longer fit for purpose, and that it is considering options for its future. Do not assume it will reopen.
Realistic alternatives
- Provincial entrepreneur streams
- The C11 entrepreneur work permit
- Skilled-worker routes if your own experience qualifies, such as Express Entry
